Meet The Team
David Raeburn
David is a founding director and principal consultant of Nuclear Consulting. After spending his early career in the chemical and manufacturing sectors David has accrued 15 years’ experience in the nuclear industry. David is an established nuclear professional who can offer credible and compelling advice. He has held a number of leadership roles involving design, engineering, nuclear safety, regulatory compliance and project delivery.
David’s current focus is nuclear new build in the UK where he has established himself as an authority on commissioning of civil reactors.
Andrew Richardson
NON-EXECUTIVE DIRECTOR
Andrew sits on the Nuclear Consulting board as a non-executive director while also using his extensive experience to consult on selected projects. His impressive track record includes portfolio transformation alongside asset and technology optimisation across the world in Renewables, Nuclear, Conventional Generation and broader process industries.
Andrew’s demonstrable business impact spans complex public service, global corporates, medium sized institutional investor led businesses to small AIM listed startups. He has most recently worked with Infrastructure and Private Equity Funds to monetise assets and manage risk.
Andrew Walters
ASSOCIATE DIRECTOR
DEVELOPMENT CONSENT
Andrew is a highly experienced Chartered Town Planner and Environmental Lawyer with over 25 years’ experience working on an extensive range of project and policy work both in the public and private sectors. He has considerable experience in environmental consenting and has undertaken lead consent management on a broad range of infrastructure projects including the construction of deep-water ports, light and heavy rail, bridge, conventional and renewable energy and waste projects across the UK and overseas.
Andrew has recently finished a 5-year term as a Member of CoRWM responsible for providing independent scrutiny and advice to the UK governments on the long-term management of higher activity radioactive wastes. He was previously the Director of Consents for transfer of a Nuclear Licensed Site to the Nuclear Decommissioning Authority.
Ioan Ignat
SENIOR PROJECT AND PROGRAMME MANAGER
Ioan is a senior project manager specialising in delivery of complex digital projects. He has over a decade of experience in management, leadership, project management, analysis, reporting and accounting working in Nuclear, Utility & Civil Engineering, and Customer services across private and public sectors.
Alfred Power
ASSOCIATE DIRECTOR
CONFIGURATION MANAGEMENT
Alfred directs the Nuclear Consulting configuration management function and boasts extensive experience across a number of high-profile projects delivering best practice configuration management yielding demonstrable improvements in safety, cost and quality performance. His engineering origins combined with more than 20 years working in configuration management, much of it in senior management roles, provide a unique perspective to enable Alfred to translate configuration management theory into pragmatic solutions.
Paul Garrish
ASSOCIATE DIRECTOR
DIGITAL TRANSFORMATION
Paul is an expert in delivering complex high-integrity digital systems in the nuclear and defence industries. He specialises in Product Lifecycle Management platforms and has more than 20 years’ experience of developing large-scale technical solutions in very demanding environments.
With a background in Systems Engineering Paul adeptly bridges the cultural gap between EPC and IT teams to ensure that client engagement is assured throughout the project lifecycle. This rare understanding of both worlds enables Paul to consult with a great degree of credibility to both clients and project delivery teams.
Paul acts as an Intelligent Customer and Technical Authority to safeguard the stringent requirements of nuclear projects to demonstrate traceability and integrity in the implementation of digital systems.
Ron Musson
ASSOCIATE DIRECTOR
PLM SYSTEMS AND CONFIGURATION MANAGEMENT
Ron is a highly skilled professional with extensive knowledge at both a European and International level gained through a 30-year career in engineering and supply chain industries. He has actively been engaged in lead and management roles in support of PLM business transformation delivery and Configuration Management realisation. In addition, Ron has dealt intimately with various customers on numerous multi $million projects during the bid proposal and realization phases of projects and possess the deft ability to integrate and interface at all levels.
Steve Bithell

REGULATION AND COMPLIANCE
Steve is a former Inspector of the UK’s national nuclear regulator (ONR, formerly NII) with substantial experience of regulation and safety management of nuclear sites.
He is known as an accomplished industry professional of over 30 years’ standing and has enjoyed working with and alongside many UK companies.
Steve specialises in providing compelling advice to private and public sector clients in the nuclear industry based on his unique experience of holding multiple senior and executive roles.
Adrian Parry
SENIOR ASSOCIATE
Adrian specialises in management of engineering teams and has held a number of senior leadership roles. Using his background as a Chartered Electrical, Control and Instrumentation Engineer, he has a deep understanding of the technical aspects of engineering projects. In addition to his extensive experience in the UK and European nuclear sectors, throughout a 30-year career Adrian has worked across the explosives, chemicals, pharmaceuticals, utilities, food and beverage industries.
Focusing on both new-build and facility life extension projects gives Adrian a broad understanding of project delivery in the UK nuclear industry where he is highly sought-after for his calm diplomacy and unrivalled technical ability.
Stephen McNelis

Stephen is a highly experienced Operations and Programme Director with more than 30 years’ experience of delivering high-profile projects across both the nuclear and commercial sectors. He has an accomplished track record of managing complex programmes in excess of £1.25bn to a successful conclusion for the client and supply chain.
Stephen’s natural ability to communicate with people at all levels of an organisation and huge experience of guiding teams in difficult environments allows him to offer compelling advice to clients and deliver value throughout the project lifecycle.
Dr Jonathan Smyth-Renshaw
SENIOR ASSOCIATE
Jonathan is a process and organisational optimisation expert whose experience spans more than 20 years across a number of industries including nuclear, oil & gas, manufacturing, automotive, aerospace and construction. He has worked extensively throughout the world with clients in Europe, North America, Asia and South Africa.
Using a background in mathematics and statistical analysis Jonathan has applied his world-class academic knowledge to solving practical problems. His unique approach to understanding processes and organisations means that Jonathan delivers real and immediate benefits to client businesses.
David Mincher
SENIOR ASSOCIATE
David has been an operational nuclear engineer for over 30 years, initially within the Royal Navy’s submarine service, where he specialised in Trident nuclear propulsion systems, then in the civil nuclear generating industry. He has held senior positions of significant responsibility in leadership, nuclear operations, training, assessment and regulatory oversight.
In both his careers David has undertaken risk-based analysis and has practical experience in risk management and mitigation. He is a Chartered Engineer and Fellow of the Institution of Mechanical Engineers.
