Contractual Specification, Tendering and Management
Most nuclear projects are delivered by an increasingly large and diverse supply chain as the industry strives to maximise quality while managing costs. To achieve these goals, it is essential that engineering specifications and associated contractual documentation are produced to a high standard to eliminate ambiguity, manage scope and define interfaces. NCL can provide assistance or take the lead in all stages of the contractual lifecycle including:
- Authoring technical specifications
- Converting existing technical documents into contractual specifications
- Advising the most appropriate forms of contract including the benefits and disadvantages of each type
- Setting up packages of information to require Expressions of Interest (EOI) and thereafter for Invitations to Tender (ITT)
- Reviewing and grading EOI and ITT packages from supply chain and managing the bidders’ technical queries during the process
- Developing documentation to a fit state for Award of Contract
- Managing the transition into contract implementation and controlling scope creep by closing off uncertainty
- Assessing contractors’ work against contractual deliverables and advising the client
- Managing contractual completion and assessing technical aspects of any claims arising from either party
