The Advisers

Our advisers have held some of the most senior positions in the nuclear industry. They include board members and senior executives from nuclear licensed sites, station directors, senior military officers, former regulators and the leaders of major new build and decommissioning programmes in the UK and internationally.

Several NCL advisers have worked in or alongside government, where they have drafted national nuclear law, established independent regulators and advised governments on nuclear security and the financing of small modular reactors.

We provide relevant profiles when discussing an assignment and introduce advisers who work confidentially on a private basis.

Due Diligence on an Acquisition of More Than £1bn

NCL undertook technical and financial due diligence on a nuclear acquisition valued at more than £1bn, working to a tight timetable with advisers drawn from investment banking, regulation and the supply chain. They reviewed the operations and financial models and identified significant anomalies in the valuation assumptions.

Advisory Services

National Nuclear Programmes

Whether a programme can be delivered and what a country must put in place first

NCL advises governments on the institutions, regulatory capability, skills, governance and funding needed to establish or renew a nuclear programme, drawing on advisers with government experience in the UK and internationally and using the IAEA Milestones Approach to inform the work.

Example

National Nuclear Programmes

One adviser was seconded into the developer of the first UK new build in a generation and advised the government department on regulator mandate renewal, cabinet papers and industrial competence decisions. Another has built national nuclear governance from first principles: nuclear law, an independent regulator and the implementing organisation.

Investment Decisions

An independent view before capital is committed

NCL advisers review investment cases at early development stages, at board and committee reviews and at final investment decision, assessing the assumptions, risks and delivery plans that underpin the proposed commitment.

Example

Investment Decisions

Three years as lead adviser to an international utility seeking a shareholding in a UK new build site and approval for its own reactor design, working alongside financial and technical advisers and government towards a final investment decision.

Commercial and Financial Assessment

Due diligence and transaction judgement on nuclear assets

NCL advises buyers, sellers, lenders and investors on nuclear asset value, risk and funding, with due diligence that covers licence conditions, long-term liabilities and regulatory relationships alongside commercial and financial performance.

Example

Commercial and Financial Assessment

Technical and financial due diligence on a nuclear acquisition of more than £1bn, led by advisers from investment banking and regulation and the economic assessment of a multi-billion-pound deployment programme within a government funding application for an advanced reactor developer.

Strategy and Policy Opinions

Independent review of strategy and policy

NCL advisers review nuclear strategies and policy proposals for technical, commercial and regulatory feasibility, assessing the implications of regulatory change for specific projects and advising before decisions are made or proposals are published.

Example

Strategy and Policy Opinions

Two years of technical and strategic advice on secondment to a central government research office, co-authoring the report on advanced enriched fuels that preceded the UK future fuels investment decision. Service on the government expert group whose recommendations preceded £230m of financing for a UK SMR programme.

Technology Selection and Credibility

Technology assessment and selection

NCL assesses large reactor, SMR, AMR and fusion proposals for investors, governments and developers, reviewing technology maturity, licensing prospects, deliverability and the regulatory route in the intended jurisdiction.

Example

Technology Selection and Credibility

A UK market entry assessment for an international SMR and AMR vendor: three preferred sites shortlisted, base-case economics produced and fuel and partnership routes assessed. The vendor used the study in its first engagement with UK government.

Disputes and Expert Opinion

Expert opinion and evidence for disputes and proceedings

NCL advisers provide expert opinions and reports for nuclear disputes, determinations and claims, assessing technical and contractual evidence independently, with the expert identified and any interests declared at the outset.

Example

Disputes and Expert Opinion

A chartered surveyor and arbitrator with forty years of quantum and delay analysis, forensic claims preparation and expert witness work on major infrastructure and energy projects, alongside nuclear and energy projects lawyers who have drafted national nuclear law.

Coaching for Nuclear Leaders

Advice for senior nuclear leaders

NCL provides confidential one-to-one advice to station directors, licensing leads and programme directors, with experienced nuclear leaders supporting the transition into senior roles, regulatory relationships, unfamiliar decisions and presentations to boards.

Example

Coaching for Nuclear Leaders

Former station directors, the former internal regulation director of the UK EPR new build programme and executives who have led national laboratory, fleet operations and decommissioning organisations.

Risk Management

Independent assessment of programme, safety and commercial risk

NCL advisers assess programme, safety and commercial risk together, identifying gaps in risk registers and reviewing whether significant exposures receive appropriate attention from the board.

Example

Risk Management

Independent programme reviews of portfolios above £10bn and on a £1bn nuclear acquisition the identification of anomalies in the valuation models followed by the risk mitigation and contractual remedies.

Advice on Financing Small Modular Reactors

Government needed routes to mobilise private finance for the design, development and deployment of small modular reactors. An NCL adviser served on the small government-sponsored expert group that interviewed vendors and analysed assessment bottlenecks, site availability and supply chain needs. The recommendations were published to Parliament. Government subsequently provided £230m of financing to a UK SMR programme.
